Texas off-highway law

Texas requires a TPWD off-highway vehicle decal to ride public OHV lands, and the rider must either have completed an approved OHV safety course or be supervised by somebody who has.

Riding on a public street, sidewalk or bike trail is a violation in Texas. Legal riding is OHV parks and private property.

Can I ride one on the street in Houston?
No. These are electric off-road motorcycles and are not street legal in stock form. Riding on a public street, sidewalk or bike trail is a violation in Texas. Legal riding is OHV parks and private property. Texas is more permissive than most on conversion: the state does allow off-road-to-road with the right paperwork, which means DOT tyres, headlight, taillight, brake light, turn signals, at least one mirror and a horn. Confirm with your county before you spend money on a kit.
